(dmb) Responsibly for the salt- and clearp duties in winter are according to the local statutes of the cities the adjoining owners, that means the house owners and renters. As far as they instruct professional winter services or a janitor for these works, the arising costs are operating costs. With corresponding arrangement in the rental contract tenants must pay the costs. It is also allowed that is agreed in the contract that the winter duties are transferred to the tenants of the house. Without suitable contract regulations, according to the German tenant's alliance (DMB), tenants must not salt and sweep, also not the ground floor tenants.
Who is responsible for the winter duties, must clear and salt the entrance area as well as the sidewalks in front of the house. Here it is sufficient if a stripe from 1 - 1,2 m is cleared, so that two pedestrians are able to walk past each other. As far as still other ways are to be cleared, for example, to garbage metric tons or parking bays, a possibly half as wide stripe is sufficient.
In winter the principle is valid: salting with black ice is more important than sweeping snow. The winter duties begin as a rule in the morning at 7.00 o'clock and end in the evening at 08.00 o'clock. Before 7.00 o'clock passants ordinarily cannot trust in the fact that is salted. If necessary it must be also salted and swept several times during the day. However, with long-term snowfall must not be worked non-stop if this was completely pointless and useless. As soon as the weather condition calms down, however, must be begun with the works.
Who is obliged as a tenant by contract, to salt or to sweep, must also do the works. Occupation or vacation or illness do not excuse. Then if necessary tenants must provide for a representation.

Who moves within Germany until now, must already notify the authorities for a stay of 2 months in the new place of residence. The government plans to loosen this: In future, the registration should be a duty only with a stay duration of six months.
Who returns for a short time from abroad to Baden Wurttemberg, in future, notifies the authorities only from a stay duration of two months. This is now necessary already from one month.
Above all, to employees should be made easier the occupational stay outside the native country.
